Department of Finance (Paljor)
Overview: DoF is responsible for all financial and budgetary matters of the CTA. DoF administers the Green Book and Blue Book programs and mobilizes funds for various developmental and welfare activities of the CTA. Planned new programs including fostering entrepreneurship in the Tibetan settlements, and a graduate loan program for students pursuing advanced professional degrees in India.
Mission: The mission of the department is to take care of all financial and budgetary matters of the CTA
Objective: The primary objective is to raise revenue for CTA to fulfill its mission and to prepare, execute and control CTA's annual budget.
Key Programs and Activities: Primary programs includes:
- The development has a revenue generation program which is collecting the annual voluntary contributions of Tibetans also known as the Green Book.
- The expenditure division plays a vital role in CTA's budgetary cycle including planning, coordination and supervision of the budgetry process. The expenditure division also monitors the fiscal health and compliance of the expenditures of the various CTA departments as per the budget allocation and CTA policies.
- A key program is the Social and Resource Development Fund (SARD) which supports ongoing development of the Tibetan community and serves as a fundraising arm of CTA.
- Other important program includes the Blue Book and Research and Development (R&D). Under R&D, Paljor researches on existing business activities and micro-enterprises in the Tibetan settlements and provides technical assistance, consultancy and recommendations to help start enterprises and enhance economic activities.
